It was not bioengineered. Scientists said that an analysis of public genome sequence data from SARS-CoV-2 and related viruses found no evidence that the virus was made in a laboratory or otherwise engineered.

In a paper from the Scripps Research Institute published on the website sciencedaily.com, scientists said that an analysis of public genome sequence data from SARS-CoV-2 and related viruses found no evidence that the virus was made in a laboratory or otherwise engineered. The conspiracy theory is based on a video posted on the Internet in which a man claims that the coronavirus was invented in 2004 based on a document available in PDF format related to patent EP 1694829-B1 issued by the European Patent Office in August 2010 to the Pasteur Institute in Paris. Although patent EP 1694829-B1 mentions the word coronavirus, this patent in fact relates to the coronavirus that caused SARS-CoV1. It is true that the P4 laboratory in Wuhan was designed and built with the help of France within the framework of cooperation agreements that exist in medical research between China and France. There is scientific collaboration between France and China on the most dangerous pathogens (named class 4, that is to say that can only be used for research in ultra-secure laboratories, called P4) and emerging viruses in the context of a Franco-Chinese agreement on the prevention and control of emerging infectious diseases, signed in Beijing on October 9, 2004. The cooperation follows the logic of the international health regulations of 2005, which reaffirm the principle of source containment in the fight against infectious diseases. This bilateral cooperation has led to: On the one hand, the construction of the Wuhan National High Biosafety Laboratory (P4 laboratory) on the campus of the Wuhan Institute of Virology (IVW). Placed under the authority of a Franco-Chinese steering committee, under the responsibility of a Chinese director, appointed by the Chinese authorities. On the other hand, the creation of the Shanghai Pasteur Institute (IPS), a research center with special status within the Chinese Academy of Sciences (IPS-CAS). With a board of directors chaired by the director general of the Institut Pasteur and a joint scientific board chaired by Philippe Kourilsky, member of the French Academy of sciences and honorary professor at the Collège de France. Could the novel coronavirus SARS CoV2 have leaked from a US bioresearch super laboratory? Maybe. An article published on the website globalreaserch.ca on March 04 2020 alleges that Japanese and Taiwanese epidemiologists and pharmacologists have determined that the new coronavirus could have originated in the US since that country is the only one known to have all five types from which all others must have descended. Wuhan in China has only one of those types, making it, by analogy, the kind of branch which must have stemmed from a tree -- the tree being in the US. A Taiwanese physician noted that in August of 2019 the US had a surge in deaths caused by lung pneumonias or similar, which were blamed on vaping from e-cigarettes, but according to the scientist, the symptoms and conditions were likely due to a coronavirus. He said he wrote to the US officials telling them he suspected a potential new coronavirus was behind those deaths. He claims his warnings were ignored. Immediately prior to that, the American Centers for Disease Control and Prevention (CDC) had totally shut down the US military's leading biodefense main laboratory at Fort Detrick, Maryland, due to an absence of safeguards against pathogen leakages. The closure of the American military lab was the subject of an article published by the New York Times website on August 05 2019.

Without providing details, Trump claims he has evidence the coronavirus SARS-CoV2 that causes COVID-19 came from the Wuhan Institute of Virology P4 laboratory. A reporter asked him whether he had seen "anything that gives you a high degree of confidence" the institute was the origin of the virus. He answered: "Yes I have." And asked a few minutes later what gave him such confidence, he said: "I can't tell you that. I'm not allowed to tell you that."
